This training course addresses organizational conflicts of interest (OCI) at National Technology and Engineering Solutions of Sandia, LLC (NTESS). Sometimes there is confusion about the two major types of conflicts of interest: OCI and personal conflicts of interest (PCI). They are not the same thing.
A personal conflict of interest can occur when outside interests or employment activities create or can create a perception of:
Examples include: self-employment, employment by another, membership in a business (working/employment) partnership, income related to intellectual property rights and interests, consulting relationships, honorariums, or reimbursed or sponsored travel paid by an entity other than NTESS.
Examples of personal relationships that can give rise to PCI questions include:
A more thorough examination of PCI is included in your annual PCI100 training. The Ethics Advisory and Investigative Services Department (Org. 810) coordinates the PCI program. Contact the Ethics Team for information.
OCI is different than PCI and refers to the perception by outsiders that NTESS's different organizational roles may conflict; e.g., our role as a wholly- owned subsidiary of Honeywell International, Inc. versus our role as an independent Federally Funded Research and Development Center for the NNSA.
The module in this training exclusively address OCI and the NTESS OCI program.
